The government should sponsor the internet for free for limited access. To apply for jobs, as most jobs are applied for on line and to vote on-line. The government has the facial recognition capabilities and could allow a 100% vote in america and could be seen as a matter of national security for there to be a mandatory 100% vote in every election, always!

Universal Federal unique positive identification

Separate personal identification from states licensing. State licensing has too many other complications (tests etc) and has variable process integrity and denial reasons depending on location.
