Fix the gaps in TSA Precheck

TSA has permitted airlines to assign TSA PreCheck status to their passengers who have not been vetted and approved through the TSA PreCheck program. Such arbitrary permissions amount to significant security gaps at our airports, by allowing unvetted persons to circumvent more strict security screening to enter the sterile area of the airport.
