If a terrorist cell could implement a 'The Jackal'-style sniper rifle on a drone, they could potentially assassinate someone from more than a mile away, while the 'pilot' is already outside of the country.
It wouldn't be easy, several technical engineering challenges. But it's plenty feasible.

Provide Federal agents with paintball guns to use against the rioters. Infuse the paintballs with poison ivy. Not only will they be marked so they can be identified but also made to suffer the itch and discomfort that will discourage them from returning.
