Dirty Bombs - people decontamination method

Hello, I recently watched a movie - Dirty War (https://www.youtube.com/watch?v=poZXRUxlaqk&t=4s)
It is about some terrorists exploding dirty bombs in London.
About half way in the movie, there was a statement - how many people can be decontaminated with the technology used in the movie and the answer was 200.
Here is my idea: See attachment.
The goal is to increase the number of people from 200 to 2000 or more.

Radio-Active Waste

For disposing of radioactive waste water , and solids:

You mix the radioactive water or solid , with cement powder.

And turn it into a a solid block..

Then you coat the radioactive block with a couple inches of fresh ( non-radioactive ) cement..

Then you can bury the blocks at sea or in a mine without worrying if it could leak....

I think it's the best solution...
