Exceptions to US/Canada Border Entry During Pandemic

With the pandemic now exceeding 1 year, many families have been displaced and unable to cross, by land, to see family members and loved ones. Due to very strict & costly restrictions put in place for Canadian travellers returning home by air, land travel is the only, true economical option - not to mention, the safest. The Canadian government put into place exceptions for family members to cross during the pandemic. See the link below:

The US should also be able to enact something similar in order for family members across both borders to be reunited. With vaccines being made readily available and with the ability of a negative test to be presented by the family member attempting to cross into the US, there should be no reason for there not to have these exemptions made.
